More on the Celticverse!

List of Changes Under President Rutilus and Carried Out by President Blossius:

District 1- District 1 has lately been trying to put an emphasis on education. Many of the young people have been focusing on a more vigorous, less Capitol-biased education system. Because of this they're trying to rear smarter tributes that can be more successful if they don't volunteer. Also, their mayor is married to a Victor and it's adorable. But that's beside the point.

District 2- The Games hype has gotten a bit out of control. They're trying to be more like the Capitol while training for the Games. The President is always right, and they're training Peacekeepers like nobody's business. Honor and courage are valued more than anything.

District 3- Under President Joltee, Two Universities have been built in District 3. These schools allow intelligent District children to go on a scholarship, and rich people can just pay and go. The first University is located by the Town Square and is bigger and more general, the second is smaller and more specific into computer programming, also more selective and prestigious. Most middle-class, bright District 3 citizens can afford to go to University after they finish high school at 18. People from other Districts can apply to go to University in Three, but they have to take near-impossible entrance exams and only genius-level people can go there.

District 4- District 4 is now a Career District, consistently sending in volunteers. Honor and glory are more important to them than before, and though many of them still part-time school and training, training is starting to take priority.

District 5- A university has also been built in 5, but it is very selective and usually only rich kids can go there to get higher-paying jobs. Only genius-level kids can get a scholarship there.

District 6- In District 6, there are smaller, community college-type universities that aren't as high-caliber as Three. Six has gotten slightly poorer, but has outlawed drugs and put a tighter watch on gangs.

District 7- District 7 hasn't changed much, though they've gotten slightly more fortunate in an attempt to end poverty.

District 8- More of a crackdown on gangs and drug abuse.

District 9- Nine's gotten slightly more fortunate to lower the poverty rate as well.

District 10- District 10 has taken it upon itself to start trying to train tributes. Abandoned farms have become hubs for training and strength-building, but people from 10 don't really volunteer. However, they have tried to join the Careers by letting them know that they've trained, even if only a little bit.

District 11- District 11 has slipped a bit in a rebellious stage, and because of it is in a recession, making things worse than ever.

District 12- More money has been put to end poverty in 12, however class divisions between Seam and Merchant still remain strong.


Regarding Universities
Here's a bit about how the system is structured. From the beginning of Panem, there have been Universities in the Capitol. There were small arts schools that included fashion-industry, visual art, theater, and music programs. The Capitol is also home to a few conservatories and a few schools for business and management. There are a select number of higher education facilities focused on technology and science, from which many Gamemakers were reared. Under President Joltee Rutilus, who took power when President Snow passed away partway through the 84th Games, Capitol Universities got more government funding and were able to expand. However, even more revolutionary, the Capitol provided funds to build a University in District 3. This school is the highest education in all of Panem, with the most skilled professors and the most prestigious program. Because District Three University was such a success, President Rutilus provided funds for another University in District 3, one in District 5, and a smaller, community-college type University was built in District 6. 

The Capitol is rich in facilities for higher learning. These schools are completely Capitol-exclusive, the only exceptions being Victors and famous District citizens. So basically, at this point there are multiple arts schools, conservatories, and small business schools in the Capitol. Pretty much any major you would want could be found somewhere there, but it has a particularly strong fashion and visual art following because the Capitol is the only place you can get those degrees. 

District 5 contains one University that includes smaller programs of STEM. These are more specialized, though. This University is currently similar in quality to Universities in the Capitol, so a lot of students in District 5 are from the Districts because Capitolites would rather go closer to home than go to District 5. 

District 6's University is largely inhabited by its citizens. The addition of a form of higher learning has provided more encouragement for its citizens to stay clean, and is one of the factors influencing the decline of the drug industry in the District. Though this school is mostly focused on boosting skills to get to a Uni in 3 or 5, it does give a degree good for a modest job that pays better than working mindlessly in a factory, which encourages District 6 students to aim for there. 

District 3 has two Universities in it. One of them is smaller, much more selective, more focused on technology development, and THE place to go if you want to do anything with computers someday. It also is home to many post-college programs for those who want to achieve Masters/Doctorate degrees. Its alumni include Quantavius Lawrence and his friend Leviticus Demetriou. 

The second Uni in District 3 is the most important one for Danzón. It's much bigger and more generalized, but still very focused on STEM. There are not arts programs there, however the University offers arts as an elective credit. Notable students/alumni of District 3 University are Gian Mariani, Prentice Tholberg, Anakyn Skyavich, Lux Hastings, Quantavius Lawrence, Leviticus Demetriou, Wolf Jansing, Thor Nazario, and Dalton Thackeray. 

Alright, now onto scholarships. Months before the reaping, all 18-year-olds are given the opportunity to take a placement test, the all-important Academic Scholarship Test. This is a full day of testing with only a short lunch break between that tests a multitude of subjects. Based on how they score, each University offers them a sum of money. Only the very top tier, genius-level people can get full scholarships to District 3's prestigious school. Many are offered a full ride to District 3 University. Others are offered a partial scholarship. With the partial scholarship, many from Districts 1, 2, 3, and 3 can afford to go to school at D3U. Many of the outer District kids, however, would go to District 5, where they would get a full ride. So, basically, a partial scholarship to D3U = a full ride for District 5. Students that show potential get acceptance into District 6, if they can pay for it. 

There's also the Delacroix Scholarship. This is a competition between the Top 10 scoring applicants that have chosen to attend District 5 U. Many of the applicants didn't win any scholarship money taking the test. Tim Delacroix invites all ten of these students to his house in the Victor's Village to interview. The interviewees are encouraged to just relax and be themselves, and Tim's pretty soft so he usually gives some money to multiple people, even if the full scholarship is only given to one. He treats them like a child and takes good care of them, often inviting them into his home with Trina for home-cooked meals and such. 

If someone does not earn a scholarship, they can still attend University, if they can pay for it. Many Victors and Capitolites buy their way through Uni at District 3 U, including Gian and Prentice.
