President Pilotheos Blossius, 38

Appearance: President Blossius has wavy, pink and purple hair, and bright, synthetically blue eyes. He has a couple of tattoos, but in hidden places, and still has a hole in his eyebrow from when he wore a piercing there in his younger days. He will sometimes wear a small stud there but not too incredibly often. President Blossius is always dressed formally when he's at work, but has been known to take vacations cruising by District 4 or skiing in a snowy Arena in his free time.
Personality: President Blossius is a supporter of his predecessor, President Rutilus's changes and hopes to continue building on the training in District 10, Career status of District 4, and the building of Universities in 3, 5, and 6. Pilotheos, unlike Joltee, is actually very kind and cares a lot about his Capitolites, even if that care doesn’t exactly extend to the Districts. After watching the 84th Games, where Joltee literally threatened their loved ones to make them kill each other, Pilotheos promised to never threaten Victors’ families like that unless it was the only other option. Because of this willingness to work with the Victors, he’s generally well-liked and has more opportunity to do what he needs to. He changed the parameters of Victory, giving the Victors the option to spend their time in the Capitol doing things that they enjoy, as long as they are bonding with the people and doing good. He is possibly a bit too lax, giving the Districts more freedoms than they've had in the past, but will come down hard if they bring up an end to the Games. He may love his Victors, but he’s very vicious about the Games themselves, every year has to be bigger and better than the last, therefore putting an amazing amount of pressure on Lux and his crew to make it really, REALLY good, especially because it’s a Quell. A bit off his rocker, really, but not the worst.

Dislikes: Tea, Trains (riding on trains makes him horribly sick), Disrespect, Lies (only the ones he doesn't tell, though), Anything deemed boring or unnecessary

Lux Hastings, 30, Head Gamemaker

Appearance: Lux has natural black hair and eyes that he sometimes likes to be gold like his Mama’s. His hair is parted to the side and he has an undercut. The short part of his hair is its natural color, while the longer side has been dyed various shades of blues, greens, purples, and some silvers.

Personality: Lux is extremely bright and intelligent, and likes to laugh. He is full of love and light and laughter. He is a good person, but tends to get stressed out easily and frazzled. He is a bit naive and a big Mama's boy, and his relationships are valued and cherished by him. He's very loyal, but a bit too soft to say no sometimes, even when he really should. He feels an immense amount of pressure to be successful because his only parent was such a resounding success, so he puts a lot of pressure on these Games and his success. Because of that, he becomes kind of stingy and always has to have his way, not being open to other suggestions. Because of that he kind of forgot how to do anything but stress-eat danishes. He gets a wake-up call from his crew, though. He has a risk of lovehandles because of his overeating, but is more fit than people give him credit for. He’s a bit whiny and pretentious, and gets overwhelmed by stress, but is really not a bad guy in the end. He is currently fighting a losing battle over romantic feelings for his colleague Cupid, caused by the injection of the Q serum, using Lux as a guinea pig.

Dislikes: Disorganization, Tomfoolery, Broccoli, the color orange, terrified of big birds

Quantavius "Cupid" Lawerence, 28, Chief Scientist

Appearance: Cupid is a man with dyed red hair and eyes that are purple or pink depending on the light and the day. He is fairly tall and strong-built, and once needed glasses but since got laser eye surgery to fix his vision. He has an angular jawline and a flawless complexion, with a dashing smile that can melt hearts. His eyes are naturally brown and hair blond, but he would never dream of letting them be natural. He has a couple of tattoos and a chain piercing in his left ear, but doesn't modify his skin or any other physical features. Sometimes has his nails painted dark red or black.

Personality: Cupid is and has always been very intelligent, the Head of the Science Department that’s in charge of the Games. Q grew up in an industrial, beautiful, well-to-do orphanage: or so it appeared. Though physical living conditions there were nice, nicer than most low-income Capitol homes, physical and emotional abuse ran rampant, especially to kids that were deemed as not being "normal." Cupid and his best friend Leviticus, who wasn’t an orphan like Cupid was but wasn’t exactly well-off, were both quite smart, but Cupid especially slacked off when they went to University. He just got so bored and never really applied himself when they were in school together. They spent a lot of time partying and messing around, glad to be free of their hardships in the Capitol. However, things changed when Leviticus got married and Cupid realized he loved him. Together, Leviticus and his wife had three kids, and a happy family. Cupid agreed to be the kids' godfather without thinking much about it, and interacted with them a little but mostly tried to avoid them. 

Two months after the 124th Games, Leviticus and wife were killed in a rebel excursion, and Cupid was left with the kids as their godfather. Q himself was an orphan and had experienced horrors in his home for being gay and his bad grades, and wanted to protect the kids from the same fate. He didnt' want to be a father, and was sure he wouldn't be a good one, but figured he was the better option of the two. He was very cold to them at first as they reminded him that Leviticus never loved him, but Trixie was the first to warm his heart (and is still his favorite of the three, though he's trying to build relationships with the other two). He’s not the best father figure, often pushing his boundaries as he's trying to figure out how to father three grieving kids, and for a while worked in prostitution to scrape money together. Numitor immediately distrusted him, even moreso when he found out about the prostitution and thievery Q was willing to do for their sake. Things started to turn around when Q took a position in the Science Department for the Games and used his brains to quickly work up the ranks. He wants money for himself and his kids, hoping to win their love that way because he’s not very good at doing it any other way. He’s very cunning and a great sweet-talker, though sometimes his impatience shows his true colors. He is very manipulative and doesn’t mind toying with hearts to get what he wants and stay alive to prevent Numitor, Aristotle, and Trixie from going to the orphanage. He's willing to play with Lux's heart to be sure the Head Gamemaker is giving good reports, and lies to Numitor about what exactly he's doing.

Likes: Romance movies and novels, science, art and music, sex, the Games, playing with the kids, makeup

Dislikes: Surgically altered body parts, especially animal/human hybrids, Rejection, Sports, Terrified of people raising their voices at him

Piccolo Wallace, 19, Games Interviewer

Appearance: Piccolo is of average height and weight, and nobody is really sure of their dgab, but they like it that way. They have skin that is a light olive and hair that is streaked many different shades of pinks, blues, and purples. Their left eye is synthetically blue and their left synthetically pink. They love cute hats and other little accessories, and have dimples when they smile.

Personality: Piccolo got the position of Interviewer after Blaine retired. Piccolo was reared by two parents that were both in the Capitol symphony, and they placed very high expectations on both of their kids. Piccolo is genderfluid between they/them, he/him, and she/her. They’re extremely chill about pronouns unless people don’t respect their identity. However, they’re very patient. They’re very loud and annoying, just like the piccolo they play all the time. However, they are very insecure that people think them to be annoying, because they know they can be. They just want to be heard. After their parents were so hard on them for so long, Piccolo has trouble submitting to authority, but they wants to respect Lux because they want to see him succeed. They’re extremely kind and want Blaine Buchanan to be their real and actual father. They are not afraid to talk in front of the whole nation but are intimidated by hot people. They’re doubled-jointed so they can bend their thumb back really far. Also, they have a pet turtle named Bishop, love to play chess, and want to learn how to tie knots. They love ice cream because Blaine took them out to ice cream after they got this job.

Viola Wallace, 19, Announcer

Appearance: Viola is a transgirl with an angular face, dark navy eyes, and black hair streaked with purple often held back in a ponytail. She has been on hormones ever since she could afford them, and because of that many don't even know she's trans. She loves to wear music notes and never goes anywhere without her hulking trombone case so she has very strong arms that are rock hard with muscle.

Personality: Viola is extremely in-your-face, her instrument of choice being the trombone. She is especially hard to contain because there was a period when she first came out that she had to earn her parents' and colleagues' respect for her pronouns by being talented, which totally scarred her for life. She is very defensive and isn’t afraid to be aggressive with people that disrespect her. She is always ready for a fight, and was picked to be an announcer because of her chemistry with Piccolo and because of her booming voice. She is also extremely genuine, and doesn't pretend to be as bubbly and enthusiastic as she is. She loves the Games and loves her job, and though she can be rambunctious and entitled, she is trying to change. She tries not to disregard authority, but usually ends up inadvertently being disrespectful. Viola is a trombone player that brings her trombone Fitz everywhere with her, and because of that is very strong and she will kick your ass if you provoke her enough. However, she has a kind heart hidden somewhere under all of the layers, though it rarely really comes out because she's so powerful all the time and hates being vulnerable.

Likes: Music, Photography, Painting (but she's really bad at it), piano playing, brass instruments, flirting and meeting new people, gossip, whatever the Panem version of memes is

Dislikes: Also does not take criticism well and hates part writing, hates peas, Afraid of cockroaches, deep down she really doesn't like fighting, salad, dodgeball
